What GCS will do.
Check the Softaculosn IP if it's active with other provider https://www.softaculous.com/softaculous/verify

- If Owner shows as Nobody. This might be able to transfer now in Hostbill admin area.
1) At the account license (Admin login)
2) Click on "Transfer" button.
3) Probably lucky enough to activate license.

- If the Owner at verify page is as "NOC" or, clicking "Transfer" not work.
1) Send a ticket to the customer to contact their host provider to cancel the current active softaculous license

The payment was done completely but the license cannot be activated under our account due to it's currently active with the other provider.
