cPanel licese can't change IP at hostbill, you need to manual change by go to https://manage2.cpanel.net
1. Go to List Active IP
2. Search IP
3. Click on Transfer
4. Insert a new IP and click Transfer IP
5. Back to the account in hostbill account
6. Overwrite old IP with the new one and Save
Option 1: If the package has RVsitebuilder and RVskin, go to their database server1 and change IP by MANUALLY
Option 2: Add trial license 15 days for RVsitebuilder and RVskin
